In this analytically rich volume, Pool has done a commendable job of tracing the evolution of Eritrean Liberation Front (EPLF) from its inception in early 1970s to its victory and ascension to state power in 1991. The author also critically analyzes the policies of the new regime in Eritrea. He is sensitive to the historical and social context of Eritrean political developments and studies the political evolution of EPLF in the broader context of social forces that informed and animated its ideology and practice. Pool identifies the salient issues responsible for development of particular features of EPLF and its ability to remain immune from external pressures and internal sectarian, tribal, or ethnic divisions. These attributes proved crucial to the ultimate victory of EPLF. His analysis goes a long way toward explaining why EPLF as a guerrilla organization succeeded in achieving independence and statehood against all odds, while similar organizations in Africa and elsewhere in the Third World have failed.
